Did Japan overtake visual styles or did Europe/US overtook Visual kei from them and made it scene/emo/etc?

we alway's had that kind of clothes and hairstyle (maybe since the mid-late ninties?), i think you guys took some ideas and made it a little different. But we don't treat it as "scene" or "emo," we just do it to show originality, but mostly to be cute and show off *_*
