I have some photo files I can't open where do I get a program to open them?

my husban sent me some photos from his cell phone and I would like to save them to my pc but I can not get them open it seams I do not have the right program to open them with. How do I know what program to use and where do I get it?HELP they are photos of my granddaughters.
