Do i need a lisence..?!?

Well couple of days ago my daughter had seen this really expensive pair of shoes which was like 150 dollars i told her i would not buy them so she asked me if she could sale candy to the neighbors on our block i told her i dint know i think she may need a license for that so she started telling me "Mom im 12 years old i don't need a license", Well i started to laugh so i had agreed she could sell the candy i just want to know will i need a license for a 12 year old girl trying to sell candy like (Star-burst, skittles Etc.)
