Can you have contractions w/out tightening?

I am 37 weeks, and am having cramps but mostly only in my lower abdomen. They feel how period cramps would feel only much worse not extremly painfull but more then uncompfortable but i do not really notice any tightening of my stomach with them just the bad crampy feeling that comes every few minutes. Can these be contractions?
