Help my 2 month old baby is always hungry !!?

hes always sucking his tongue or his hand and gets really angry so i try to give him a pacifier but he just starts to scream and spits it out . As for the bottle if i dont give it to him he will just keep crying and crying what can i do .... oo and hes on formula so it should fill him up more but he just keeps asking for more
